I assume you have tried bathing the cat to see if the sickly will wash sour. You can try using dish soap to shampoo her. A little bit of laundry bluing will help to neutralize sickly on the fur, and is some times used on show cats (so the rumors go) but I don't think I'd try it at home. Take her to a groomer for that.
On the other mitt, if you think that the cat isn't dirty, but the fur is shifting from the inside you'll probably want to see your vet. At 9 months she's probably due in again soon, right?
It might be zilch, maybe your kitty is fine, but she might also not be getting satisfactory vitamins, or she might be sick. She's still a kitten, and vitamin deficiencies help yourself to time to show up.
If you've got a biddable relationship with your vet you might know how to call and ask if they enjoy advice. The vet techs or receptionists might even extend to see your kitty with out an appointment (or a payment if you stay in the waiting area) and detail you if they think you inevitability to make an appointment for your cat.
