Answers: Assuming as you said, that you have checked everything, are the collars person activated out surrounded by the yard? If not, I would suspect a splice. It could be only a bad splice or a splice that have gotten wet. Use a meter to check continuity. Did you use fry shrink type splices? They are available at marine supply stores. Have you checked the underground portions as very well? Do not use the "weatherproof wire nuts" from Lowe's etc. They will not work for this application.
Also, enjoy you trained the dogs to the fence? That is the most historic part of the installation of the wall. It can also take a while to do. I hold known of relations to pay big money to install a blockade, strap the collar on their dog and then complain that the wall is junk when the dog blows right through it. Also, you do not mention the breed of dog. Long haired breeds require a longer contact verbs on the collar. And take a AM radio out within the yard and see if you can hear the nouns coming from the fence. If you do it may be a problem contained by the collars themselves.
Huskies are escape artists. We have 14 of them. The one and only thing that I own found that they won't go over or below is invisible type fencing. Some folks say that it doesn't work on Huskies. They don't know what they are chitchat about. You can't buy the cheap stuff any like what they put on the market at Lowe's or Home Depot or PetSmart etc. I like the Smart Dog 2100 by Innotek. You can find it on flash for less than $300.00. It is rechargeable, have battery backup, run through prevention, hose proof, etc. The company now owns Invisible Fence brand. The push button is taking time to train your pet. This may take awhile, one of ours took 18 months (she be a bit stubborn) before we trusted her, most be pretty good surrounded by a month or so and we have one that it one and only took 3 days! The amazing thing is that we can filch the collar off, put them on a leash and when we guide towards the perimeter their brakes come on at once! You can also block off areas of the patio that you don't want them in. When hurricane Isabelle come through we had no power for 3 weeks, the terrain be changed with adjectives the fallen trees, and the underground cable for the fence be damaged and NONE of the kids even tried the barrier. As I said earlier, the empire who say that it doesn't work don't know what they are discussion about. We enjoy 14 Huskies (15 until we lost one over the summer due to medical reasons), all free to run around, contained surrounded by our 6 acre yard. And no I am not a salesperson .. just a pleased customer with 14 hardheaded Huskies most of them rescued as adults.
It will not hold other animals out including the neigbor's brats. Neither will a 6 foot stockade fence ... this I well-educated when I lived elsewhere and was attacked by a neighbors dog within my back courtyard. As far as people mortal scared of dogs, okay if a 15 to 20 foot barrier paddock isn't enough, neither would a tie up link wall be. Besides, if the pet stays on your property who cares if they are unreasonably terrified. As far as a dog running through ... well yes, that could begin, however, with proper training it is unlikely. Huskies enjoy a extremely high prey drive. Where we live we hold a lot of wildlife, sizeable and small. The kids will line up along the slither of the field and study the rabbits, geese, deer etc. They won't challenge the barricade. The deer and geese have cultured where the kids can and can not turn and will stay just outside "Husky country". Sometimes inside 5 feet of the kids. As I said it does work. The switch is training
You don't say what breed of dogs you own but I know that we had really little success beside our large breeds. They would merely absorb the shock and hold on to going and after a time or two didn't even seem to perceive it. I have see them work well next to small dogs and some large breeds that are more mellow than ours (Sibe, Mals, Labs, Boxers are simply too strong willed). Before you go to the trouble of pulling it adjectives up, you might want to check and see if it is working properly but perhaps the dogs are ignore? We did opt to switch to traditional 6 ft chain next to electric guards around the inside which I know is not as attractive - but works better for my peace mind since we do live close to a busy road. BOL!
