Add more hiding places and plants to the nouns. He could be afraid for such a big place, and he's probably afraid that if he gets out of his hidey-hole, he won't be near it when trouble is around. Just give a good bit more hiding ornaments and plants within the tank. This should incite him to come out some more, and make him get the impression safer.
