He has a filter and river quality is fine. lately he looks horrible, too skinny, and his color have changed from a vibrant blue to dull blue with glowing. I have have him for 2 years. He just looks horrible and I perceive so bad for him, he does still put away though.

I may but I can't really describe from your description. If he's two years old that is to say about the energy expectancy. Just so you know, bettas don't need a filter.
