Usually due to vermin and/or infection. Check for other symptoms such as tiny white spots on fins and body; tiny black flukes hanging rotten the gills or body; bloodstreaked or rotted fins; white growths arount the mouth; puffy eye, scales sticking out, etc.
Make a careful write down of the symptoms and go to your adjectives dealer or a well brought-up petshop. They should have an appropriate remedy that you can donate to the tank and they should be capable of advise you on the right one to use.

in good health if you are referring to the top fin dorsal fin it is very ordinary for this to be down 99% of the time. the dorsal fin makes the fish look abit bigger when danager is close it also acts similar to a stabisiler in the fishies natual habbit. i preserve koi carp [big big like goldfish] and own been for over 6 years so i own learned alot if you have need of help e-mail me on koiman79@btinternet.com.
