What is the best on the other hand affordable lighting set up for a saltwater cistern?

I have a 46 gallon bow front saline water cistern. The lights i have on it are a Coral Life pale (1/2 actinic) and the standard lousy one that comes with most tank. I have some mushrooms and zooanthids that are doing fine, but I want better lighting so they will grow / spread faster.

I use a CoralLife Power compact fixture on a 15gal nano Reef that has 1 X 10k 65W white and 1X 65W Actinic =130w
Zoos and Shrooms don't call for a lot of pallid but if you're planning on getting any LPS or SPS corals, you should have at least possible 5watts per gal.
A 250w Metal Halide light (With a 12k bulb) would be the BEST night light for that tank and you would be capable of keep any coral you want.
Unless you can put together a MH frothy yourself, they can be Expensive to buy.
