My fish isn't ingestion??

i had a 5 gallon fish cistern and my fish was intake great-he'd eat the food as soon as it hit the hose down. we recently get a new 10 gallon fish container and i don't think my fish is drinking. there's a pile of food at the bottom, no poop, and fish food stuck to the filter. i have singular seen him devour once and we've had the cistern for a few weeks. i'm starting to worry (obviously)
