Large goldfish fins deteriorating?

My mother has a ample single goldfish in an aquarium. It's fins come across to be deteriorating. They are very short in a minute. He eats and swims typically, but his fins used to be long and would flow along, now they look resembling someone has cut them past its sell-by date close to the body. This goes for adjectives the fins on his body.

After approx 2 weeks the salt can be stopped & the regular partial marine changes will leisurely remove it completely.
