Our chinchilla is slow-moving, not consumption, eyes a touch dull. What do we do?
Answers: Take him to the vet... offer him a dust hip bath (it might perk him up) but the vet is a must... he doesn't sound on form...

Respiratory diseases are often see in pet chinchillas. The respiratory problem can glibly become pneumonia. Conditions such as overcrowding, poor ventilation, and giant humidity may predispose to pneumonia. Common signs include lack of appetite, slowness, difficulty in breathing, nasal discharge, and swollen lymph nodes.
Often times Chinchillas that are slothful and have stopped drinking require aggressive therapy within the hospital; fluid therapy and force-feeding may be called for.
Another thing to look into would be Tyzzer's Disease & Enteritis (Intestinal Infection).. Tyzzer's Disease is an bug that causes cell disappearance in the liver and intestine tract. With Enteritis, clinical signs are irregular, ranging from depression to disappearance. Other signs of illness include loss of appetite, partial paralysis, and a bleeding abdomen.
Your best bet is to obtain the Chin to a vet right away. Without a vets nouns it will be difficult to figure out exactly what is going on near your chin.
ok well i would suggest taking him to he vet but like mad of the time people only cant usally because the parents dont want to take him because he a short time ago a chinchilla... or you dont have plenty money or no car but if you cant cart him to the vet
offer him some raisins, if you enjoy never does then i suggest you do since they love raisins, present him dust bath, give up him in his enclose so he wont get stressed though
but chinchillas that are slow-moving usally result in agressive psychoanalysis, force feeding and others please regard him closely.
