Help horse / horse comfort ?

I am in england and live close this horse i keep a eye out each day and the owners of the horse hardly come to help yourself to care of this horse.
She is pregnant/in fowl have been since summer. There is a small lunch of hay moved out for her about once a month. Her hooves are contained by poor condition she has no shelter apart from a partly fallen down infirm shed which has sharp metal objects that own been dumped in that.
Do you think this horse could be mistreated or neglected?
Are they supposed to hold more food and a shelter and checked on by vets when they are pregnant?
Are they not supposed to own some kind of protected from this freezing weather?
I own been contained by contact with rspca and they never come
the poor horse is stuck within a bad pen in kent uk post code tn262QJ freshly off Brenzett.
Is in that anything else i can do to help.

The picture angle is not too good to see her condition. A side shot would be better, but her hips are within good condition from what I can see. I am sorry you are so worried give or take a few her. Keep an eye on her and if she looks skinnier call the RSPCA again. I would resembling to see better care but I am not sure that this is so impossible that the authorities will take movement.

I WOULD KEEP TRING TO CALL THE RSPCA AND I WOULD TRY TO CALL THE POLICE. YES THEY ARE SOPOSED TO HAVE A LOT MORE HAY ESCPECIALLY FOR A HORSE THAT IS GOING TO FOAL. DOES IT HAVE WATER? IT SHOULD ALSO HAVE BETTER SHELTER.
