Is it legitimate to stand surrounded by NYC near 4 pets on a cold year asking for money, using your pets as bait?
I had some coins contained by my pocket from Canada, and I told him these are Canadian coins is that ok? and he said yes.. a few minutes later, i walk by again, and I saw him picking coins out of the bucket and throwing them in the street! I be so angry. I walked by and said "did someone throw spurious coins in or something?" and he go "no someone threw in foreign coins!". i said it be me, and i thought he said it was ok..so he said "oh thankfulness anyway i appreciate it". i asked him what the money was for and he sort of mumbled something I didn't completely hear.
Anyway, I get a very doomed to failure impression from this man and regard this is disgusting.
Answers: You were thinking next to your heart when you gave this man money. But surrounded by general, it is not a dutiful idea to dispense money to people entreating. There are agencies that will help homeless or disadvantage citizens and their pets.
You can probably still call the police or the humane regulation enforcement officers that lug care of NYC. At lowest possible they can check him and his pets and offer ways to bring back him assistance without entreating.
You are right, it is disgusting to use his pets to prey on the sympathy of strangers instead of helping himself.
Panhandling is illegal within most cities. I'm guessing it's not actually not permitted to have the pets beside him, but asking for money is.
