What benevolent of bird fits this description?

I live in southern california. It be some sort of hawk or bird of prey. It was smaller than a red tailed hawk. It be mostly a medium grey color near dark grey areas on his lead and back. He be facing away from me so I couldnt see its underbelly. Its tail was totally distictive, mostly a light grey color near two thick dark grey horizontal bars(about 2 inches thick), with a white tip, so contained by a light grey, night grey, light grey, depressing grey, white. Its beak was table lamp in color. It seem pretty slim compared to the hawks that live near here and stick around and I've never see one similar before. What do u suppose?
